The COHO contains the Kingdom Act Caribbean Body for Reform and Development. It is a proposal for a Kingdom Act that regulates the establishment of the Caribbean body for reform and development. The intention was for COHO to become an administrative body with independent tasks and powers that aims to support the autonomous countries of Aruba, Curaçao and Sint Maarten in, among other things, implementing administrative reforms, realizing sustainable and tenable government finances and strengthening the resilience of the countries' economies.

Earlier this year, the countries decided to reject the proposal for the Kingdom Act. COHO felt to the islands as a law imposed on the Netherlands, in which the Netherlands has the say. In COHO, there was a lot of talk of old colonial feelings.

Aruba, Curaçao and Sint Maarten will draw up an arrangement among themselves in which agreements are made about the working method, the reporting method, the support by the Netherlands and the duration of the arrangement. The agreements will be worked out by the official teams in the coming period. A definitive arrangement among themselves is expected and signed at the beginning of March 2023.
